Application by Petition 

Prior to submitting an application, it is strongly recommended to schedule a pre-application meeting with the Executive Officer to ensure the applicant and the appropriate jurisdictions have a full understanding of the requirements and the processes of LAFCO.

This application is required in proposals for the following changes in organizations:

  • Annexation
  • Sphere of Influence
  • Detachment
  • Consolidation
  • Incorporation
  • Formation of Cities/Special Districts
  • Extension of Service

Please note: A LAFCO application will not be accepted unless an Indemnification Agreement is submitted with it.

Sphere of Influence Application 

A Sphere of Influence is an established boundary line adopted by LAFCO to designate the future boundary and service area for a City or Special District.  It usually reflects a future growth area for a 20-to-25-year period.  Review the Sphere of Influence Guidelines for details about submitting your application.  Download the Sphere of Influence Application.

Request for Public Records

Requests for record inspection and/or copying may be made at any time.  The below form must be submitted to a LAFCO employee.  After it is received, it goes to the Executive Officer for approval.  From the approval date from the Executive Officer, staff has up to 10 days to provide the copies and/or schedule an appointment with the applicant to inspect the file.  Download the Request for Public Records form.

Copy charges are as follows:

  • $2.00 for the first page
  • $0.20 for each page thereafter
  • $10.00 for 24x36 maps
  • $10.00 for copies to be placed on a CD
  • $50.00 per hour charges may be applicable per instruction by the Executive Officer

Service Area Plan Guidelines

Service Area Plans (SAPs), also known as Municipal Service Reviews (MSRs), are comprehensive studies designed to better inform LAFCOs, local agencies, and the community about the capacity of services, level of service, efficiency of services and provide for coordination and opportunities between providers.  SAPs are required to be updated by all Cities and Special Districts in the Imperial County every 5 years.  The Service Area Plan Guidelines provide detailed instructions and requirements to the necessary information within an SAP document.  The Service Area Plan Submittal Summary which summarizes basic information within the SAP document.  The Submittal Summary is required upon submittal of the SAP.
