Sphere of Influence
A sphere of influence is a defined boundary line set by LAFCo to outline the future boundary and service area for a City or a Special District. It typically represents an area for future growth over a 20 to 25-year period. Under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, G.C. § 56425 (g), LAFCo shall, at least every five years and as necessary, review and/or update the sphere of influence for each City and Special District in Imperial County.

Municipal Service Review
A municipal service review (MSR) is a thorough study meant to provide LAFCo, local agencies, and the community with better insights into the provision of municipal services. Under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, G.C. § 56430 (a), in order to update spheres of influence in accordance with G.C. § 56425, LAFCo shall conduct a municipal service review of each City and Special District in Imperial County.
