The City of Brawley is located in the Imperial Valley of Imperial County, California, approximately 13 miles north of Interstate (I-) 8 and the City of El Centro. Regional access to Brawley is provided by State Route (SR-) 86 and SR-111, which extend north from I-8 and pass through the City to connect with I-10 near the City of Coachella in Riverside County. SR-78 is Main Street within the City and extends from San Diego County to connect with I-10 near the City of Blythe in eastern Riverside County. The City and its Sphere of Influence (SOI) are not adjacent to any other cities or areas of urban development, and the nearest such communities are the cities of Westmorland approximately 6 miles to the northwest, Imperial approximately 6 miles to the south, and Calipatria approximately 8 miles to the north. There are residential, commercial, and industrial land uses in the City, as well as public services such as schools, parks, and City facilities. The current City and SOI boundaries, depicted on Figure 2.1, consist of approximately 4,902 and 5,943 acres, respectively, for a combined total of approximately 10,845 acres.
The City provides an array of services including flood control, fire protection, emergency medical care, law enforcement, library services, recreation & parks, maintenance of local roadways, wastewater collection, treatment & disposal, water treatment & distribution, and all City Hall services within the incorporated limits. These services will be provided to areas within the SOI after they are annexed. The City already provides water and wastewater treatment to some areas in the SOI.

The City limits boundary consists of approximately 5,211 acres (8.1 square miles). The City is bounded by the International Border to the south, All-American Canal & Southern Pacific Railroad to the west, Jasper Road to the north, and along the Central Main Canal & JA Rodney Avenue & All-American Canal to the east. The Sphere of Influence is restricted to the south by the Mexico border and instead expands west to Hammers Road, north to Jasper Road (except for a narrow strip along Highway 111 which extends to Heber Road and east to Bowers Road and along the All-American Canal). The entire Service Area / Sphere of Influence consists of approximately 10,050 acres of land, 4,311 of which are outside of the City limits.
The City of Calexico provides a full range of public service including administration, law enforcement, fire protection, parks & recreation, library & cultural arts, circulation facilities, stormwater & drainage, sanitary sewer, domestic water, and airport facilities. Educational services are provided by others. Solid waste and utility services are provided by outside agencies.

Calipatria

The City of Calipatria is located in the north end of the Imperial Valley within the Southeast Desert Air Basin (SEDAB). The City is approximately 899 acres plus two additional tracts of land that are not connect to the City, including the Calipatria Prison, which is 1,227.05 acres located northeast of the City and the Wastewater Treatment Plant, which is approximately 177.5 acres located northwest of the City.
The City of Calipatria provides the following services: Administrative Facilities, Drainage Facilities, Fire Facilities, Law Enforcement, Library Facilities, Park & Recreational Facilities, Circulation Facilities, Wastewater Treatment & Sewer Facilities, and Water Facilities.

The City of El Centro is located in the south-central portion of the County of Imperial. The City is located along Interstate Route 8 (I-8) between San Diego, CA and Yuma AZ, and is situated approximately 10 miles north of the United States-Mexico border. State Route 86 (SR-86) traverses the City in a north-south direction. Rail lines of the Southern Pacific Railroad traverse the City in northwest-southwest direction. Land within the City boundaries comprises approximately 12 square miles. The City’s SOI contains land outside the existing boundaries of the City that is currently in the jurisdiction of the County but is planned for incorporation into the City boundaries at some time in the future. The City and the City’s SOI encompass approximately 25 square miles, or about 16,000 acres of land.
The City of El Centro provides many facilities and services including parks & recreation, schools, libraries, fire protection, law enforcement, water & wastewater, drainage, administration, and circulation.

The City of Holtville’s incorporated and SOI total approximately 4,900 acres of land. The city lies on the northeast bank of the Alamo River, one of two rivers that flow north from Mexico into Imperial County.
The City of Holtville provides various public services and facilities that are developed, maintained, and operated by the City including administration, drainage, fire, parks & recreation, transportation, water treatment & distribution, and wastewater collection & treatment. Other essential services are provided by other parties, such as schools, libraries, power, telecommunications, cable TV, and solid waste collection. Although law enforcement is provided by the Imperial County Sheriff’s Office, the City provides the sheriff with local office space.

The City of Imperial is a predominantly agricultural City situated 13 miles north of the U.S./Mexico border. The City encompasses approximately 8.85 square miles and is adjacent to the northern boundary of the City of El Centro all within the County of Imperial. State Route 86 serves the entire Imperial County, traverses the City of Imperial at a north/south orientation, and functions as the Town’s main arterial. The legal City limits is uniquely shaped and may be generally described as bound by Treshill Road to the south (excluding a small area just south of the Aten Road & Clark Road intersection), extending west to Austin Road and northerly up to Ralph Road closer along Highway 86 in an irregular pattern, and easterly in the same diversified manner. The entire Sphere of Influence consists of approximately 8,343 acres of land, 3,999 of which are within the City limits.

The City of Westmorland is located in northwestern Imperial County in the southeast corner of California. The City is located on State Highway 86 and is approximately 30 miles from the U.S./Mexico International Border. The City’s sphere of influence extends out in all directions from the City limits, with its furthest boundaries at Bannister Road to the north, ½ mile south of Baughman Road to the south, Highway 86 and Dean Road to the eat, and Kingsley Road to the west. The entire sphere of influence consists of approximately 1,560 gross acres of land. About 272 gross acres are located within the City limits, and 1,288 gross acres are located outside the City limits.
