    No Commissioner announcements were made.
  7. EXECUTIVE OFFICER ANNOUNCEMENTS
    Executive Officer Tyler Salcido announced the following:
    1. Alternate Public Member Vacancy
      On October 10, 2025, via email, Alternate Public Member Felipe Irigoyen submitted a letter of resignation dated October 8, 2025, due to being appointed as Director to the Imperial Valley Healthcare District.

      The Commission directed staff to reopen the recruitment process to solicit applicants.
  8. DISCUSSION AND ACTION
    1. IID 1-25 Municipal Service & Sphere of Influence Review of the Imperial Irrigation District’s Service Area Plan – Commission Workshop

      The following from the Imperial Irrigation District were present:
      Gina Young Dockstader, Chairwoman
      JB Hamby, Director
      Jaime Asbury, General Manager
      Justina Gamboa-Arce, Planner
      Geoffrey Holbrook, General Counsel
      Cameron Bucher, Outside Counsel
      Michael Pacheco, Water Department Manager
      Tina Shields, Water Department Manager
      Paul Rodriguez, Power Department Deputy Manager

      Gina Young-Dockstader, Jaime Asbury, JB Hamby, Tina Shields, Justina Gamboa-Arce, and Michael Pacheco answered any questions that the Commission had.

      Motion by Commissioner Hawk and second by Commissioner Price to accept the municipal service & sphere of influence review presented by the Executive Officer, approve and adopt the Imperial Irrigation District’s service area plan, and concur that the currently adopted sphere of influence remains adequate and the same
