Independent Special District Representation on LAFCO

2018 Meeting 

The LAFCO Commission recently adopted Resolution #2018-06 directing the Executive Officer to initiate the process of having Special Districts represented on the Commission. 

Letters have been mailed out to each independent special district and a meeting is scheduled for May 2, 2018 at 6pm at the City of El Centro Council Chambers. 


Definition of Independent Special District/Independent District 

Government Code 56044:

"Independent district" or "independent special district" includes any special district having a legislative body all of whose members are elected by registered voters or landowners within the district, or whose members are appointed to fixed terms, and excludes any special district having a legislative body consisting in whole or part of, ex officio members who are officers of a county or another local agency or who are appointees of those officers other than those who are appointed to fixed terms. "Independent special district" does not include any district excluded from the definition of district contained in Sections 56036 and 56036.6.

2014 Meeting 

It has recently been requested by one or more special districts in Imperial County that LAFCO begin taking the necessary steps to seat special district representation on LAFCO's Commission. 

Letters have been mailed out to each special district notifying them of the request to join LAFCO and outlining the initial steps of the process.

A meeting was held by LAFCO for the special districts on Tuesday, September 3rd at the IID Board Chambers in El Centro. Below are the meeting minutes as well as documents reqested by attendees of the meeting.

The LAFCO Commission is tentatively scheduled to hear this item during its October meeting on Thursday, October 23, 2014.
