Service Area Plans - MSRs

Service Area Plans (SAP), also known as Municipal Service Reviews (MSRs), are comprehensive studies designed to better inform LAFCOs, local agencies, and the community about:

  • The capacity of services
  • Level of service
  • Efficiency of services
  • Provide for coordination and opportunities between providers

LAFCO through the Cortese/Knox Reorganization Act and The Policy and Procedure Manual requires a Service Area Plan be approved prior to approval of a sphere of influence amendment and/or annexation. The plan shall provide enough detail for LAFCO to ascertain that there will be sufficient public facilities within the requested sphere of influence or annexation. An acceptable Service Area Plan provides a detailed description and analysis of how facilities will be provided in the proposed sphere of influence.
